The role of the gutter system is to keep your property dry; rain water is diverted away from the roof, into the gutters/drains/soakaway.
The process - rain water falls onto the roof, into the gutters and flows through into the downpipes and drains.
Any blockages cause a disruption in the system and water will run out wherever is can. Water splashing on brickwork can erode the mortar between the bricks and allow for water ingress causing damp patches on wall and ceilings. This is not healthy for anyone and can also cause more expense to put what may be a simple initial task into a major problem, if neglected.
